Running the gamut of outreach to U.S. departments and agencies, SPI has proposed changes to aspects of current CBO-centered Notices of Proposed Rulemaking (NPRMs).  In each case, SPI has called attention to a need for clarity around whether secular people will be afforded the same rights as those explicitly mentioned in the dockets.
